    The Punjab Telemedicine Link was inaugurated by Former Prime Minister of India in April 13, 2005. It is connected to 25 centres in Punjab which includes 19 District Hospitals, 3 SHC’s and 3 Govt.     PGIMER Chandigarh was established as Regional Resource Centre (North) by National Medical College Network, e-Heath section of Ministry of Health and Family Welfare, Government of India. PGIMER is now the Nodal centre of the North zone for the national knowledge network being connected to the medical colleges of J&K, Himachal Pradesh, Chandigarh, Punjab and Haryana and many more states.

  • Centre of Excellence for Artificial Intelligence in Healthcare

    Ministry of Health and Family Welfare, Government of India designated PGIMER Chandigarh as one of the three Centres of Excellence for creating and using artificial intelligence (AI)-based treatment in the healthcare sector.

  • Centre of Excellence for Telepathology

    PGIMER Chandigarh has been established as Centre of Excellence in Telepathology in Healthcare by Ministry of Health and Family Welfare, Government of India for other medical institutions and centres in remote communities to receive pathology services and professional diagnosis.

  • Telemedicine

    In 2016 it was decided to set up a National Institute of Telemedicine at PGIMER, capable of providing graduate and Post Graduate level courses online and act as a country wide class room for medical education and medical research activities, tele conferencing and tele consultation, under the aegis of National Knowledge Network. The aim was to establish a state of the art National Institute of Telemedicine (NIT) capable of providing clinical services, medical education and research facilities in various specialties and super specialties through the innovative field of telemedicine and promote application of digital technology for clinical care in the Health sector. The Center of Excellence now facilitates the provision of medical care, develop educational courses and carry out research in the field of telemedicine and digital health technology.

  • Regional Resource Centre (RRC) North

    PGIMER Chandigarh was designated as Regional Resource Centre (RRC) under National Medical College Network (NMCN) in the year 2015. PGIMER is the Nodal Centre of the North Zone for the NMCN, being connected to the almost 29 medical colleges of J&K, Himachal Pradesh, Chandigarh, Punjab and Haryana. The connection to these medical colleges is through the National Knowledge Network (NKN) through video conferencing/webex. In the past years, RRC has organized regional workshops for the connected medical colleges and conducted workshops on artificial intelligence & machine learning for healthcare workers. Worthy dignitaries from Ministry of Health and Family Welfare, Govt. of India played a significant part in the conduction, supervision, and success of the workshop. RRC is also involved in developing online modules from eminent faculty members of the institute and other connected medical colleges on different specialties. These modules are highlighted/uploaded on SAKSHAM (Stimulating Advance Knowledge for Sustainable Health Management) Learning Management Information System of MoHFW. RRC also supervises the tele education sessions in e-classroom of the institute and other medical colleges.

  • National Health Mission Haryana

    The AB-HWC Centre is connected to 20 district hospitals, 91 community health center (CHC), 336 Primary health centre (PHC), 26 sub divisional hospital (SDH) and 21 district HQ hospitals. Consultants are providing super specialty tele-consultations to all the districts of Haryana, with about 92,425 consultations in the past 2 years. The department specific consultations are being provided in Internal Medicine, Obstetrics & Gynaecology, Pediatrics, Ophthalmology, ENT and Dermatology. These tele-consultation services have also been discussed in parliament as the best example to access health, and a justice in view of health care being provided throughout India.” Recently, e-Sanjeevani 2.0 portal has been launched by Ministry of Health and Family Welfare (designed by CDAC Mohali) for AB-HWC tele-consultations, adopted due to its features that use artificial intelligence and Clinical Decision Support System (CDSS) that support in decision making of a medical professional providing tele-consultations.

  • Centre of Excellence in Telemedicine

    The Union ministry of health and family welfare designated PGIMER as one of the three centres of excellence for creating and using artificial intelligence (AI)-based treatment in the healthcare sector. The centre of excellence for AI in healthcare is a significant step towards achieving the Indian Government’s vision of creating a robust and accessible healthcare system for all citizens. The government’s Ayushman Bharat Digital Mission (ABDM) is aimed at enabling the interoperability of health data within the health ecosystem, thus creating a longitudinal Electronic Health Record (EHR) of every citizen. PGIMER Chandigarh’s expertise will be leveraged to develop AI-based tools that can aid healthcare professionals in providing accurate diagnosis and expert assistance to patients.

  • Centre of Excellence in Telepathology

    In 2023, Department of Telemedicine at PGIMER Chandigarh has been established as CoE-Telepathology under the Ministry of Health & Family Welfare, Government of India. PGIMER is a premier medical education and research institute that has made significant contributions to the field of medicine over the years, and the provision of Telepathology will enable our designated pathologists to view digitized or analog video or still image(s), and render an interpretation that is included in a formal diagnostic report or documented in the patient record. This facilitates remove area coverages with online real-time consultations, and is an inexpensive model that benefits the community with expert opinions and rapid diagnosis.

ONGOING ACTIVITIES
AB-HWC HUB for Teleconsultations

The Telemedicine Department initially started Teleconsultation services for Ayushman Bharat Health & Wellness Centres (AB-HWC) under Hub & Spoke Model, when Punjab Telemedicine Linkage project was started in 2005 via collaboration with CDAC Mohali, PHSC Mohali and PGIMER. The name of this application for e-health services is eSanjeevani (earlier it was Sanjeevani), and is now being used in 24 district hospitals and 3 government medical colleges of Haryana.

ISRO AND NKN

The Indian Space Research Organization (ISRO) installed their applications and satellite dish at the center to connect the remote areas of Himachal and other parts of India to PGIMER. Currently we are connected with 113 centers all over India, including Pooh in Himachal Pradesh, Sabarimala in Kerala and Amaranth in Jammu and Kashmir. ISRO also provided the Student and Teachers software to attend and organizing the CME to educate the medical students and faculty working on different medical colleges and hospitals. After that National Knowledge Network came in to action which was specifically for the medical colleges to provide higher band width of internet connection.

Telepsychiatry

The "Telepsychiatry System" comprises of a net based online system to make psychiatric diagnosis logically linked to management module for treating patients, in the remote areas, by non specialist doctors and paramedics. It is currently running at three sites in sub-Himalayan hill states namely Himachal Pradesh (Bilaspur), Jammu and Kashmir (Srinagar) and Uttarakhand (Srinagar HNB Hospital). Patients are being treated in these locations with supervision and monitoring provided by the Department of psychiatry at PGI. The system can be exploited for use in many other states and locations, to give high quality, comprehensive mental health care to adults and child patients in remote areas where such services are lacking.

Teleevidence

PGIMER also established the facility of Teleevidence that started after a formal inauguration by Honorable health minister Shri. JP Nadda, as a modality via which doctors can testify in the judicial process utilizing the video conferencing facility. Tele Evidence facility had also been established in collaboration with eCourts for solving Medicolegal cases by giving court evidence, and is hereby instrumental in saving lakhs of rupees for the institute every year.

AI Solutions

We are now focusing on the research based applications that can been developed in this department and can be used by the researchers. These include ongoing projects that aim towards developing AI solutions in various specializations with an aim to cast a wider net in terms of development of AI tools. We are also working on to provide super specialty consultation to the primary health level so that we can help to reduce the burden of the patients in PGIMER.

ACADEMIC ACTIVITIES
Tele-CPC and Tele-CME

Transmission of clinical lectures thrice a week to all the medical colleges as part of the NMCN network, along with facilitating live transmissions of educational CPCs, teaching and interactive bi-weekly sessions between Department of Pediatric Medicine of PGIMER Chandigarh, AIIMS New Delhi and SGPGI Lucknow, zoom classes and webinars for projects such as Project ECHO (Extension for Community Healthcare Outcomes), as well as holding exams and classes of MD/MS courses. Department of Telemedicine is also involved in developing blue print of National Digital Health Mission and has participated in various telemedicine conferences with great enthusiasm since 2008.

A workshop on applied machine learning and artificial intelligence in healthcare was held on 25th and 26th February 2023 at e-Classroom, Advanced Paediatric Centre, PGIMER, Chandigarh.

18th Foundation Day celebration of Department of Telemedicine

The 18th Foundation Day of the Department of Telemedicine was celebrated on 13th April 2023. Key note lectures were given by Prof. Meenu Singh and Dr. Sanjay Sood, Project Director, e-Sanjeevani. Dr. Sood presented his views on e-Sanjeevani platform and the many advantageous ways it contributes towards providing tele-consultations

Online Workshop on Artificial Intelligence/ Machine Learning in Healthcare Data

An online workshop on AI/ML was organised by the Department of Telemedicine, PGIMER, Chandigarh on the 17th Foundation Day of the Department on 13th April 2022. Recognized AI/ML scientists presented their work and experience in this workshop.

E-learning
E-learning Modules: SAKSHAM

Some of the newer projects taken up include SAKSHAM, a Learning Management Information System (LMIS) initiated of the Ministry of Health and Family Welfare, which provides all health-related training programmes to healthcare professionals of the country in digital mode. The medical courses developed by colleges under the National Medical College Network (NMCN) will be developed as a centralised resource repository for teaching material, also acting as a central database for trained healthcare professionals in the country.
